Army HQ Educates Troops On Human Rights And Professional Conduct
on the constitutional necessity of protecting and promoting the human rights
The Army Headquarters Department of Civil-Military Affairs held a one-day sensitization workshop on Human Rights and Professional Conduct for troops of Headquarters Sector 2, Joint Task Force (JTF) OPERATION HADIN KAI, in Damaturu, on Wednesday, 26 November 2025, at the Headquarters Sector 2 Training Hall, Damaturu, Yobe State.
The workshop focused on educating troops on the constitutional necessity of protecting and promoting the human rights of law-abiding citizens in the discharge of their duties.
While declaring the workshop open, the Chief of Civil-Military Affairs, Major General Musa A Etsu-Ndagi, noted that the modern battlefield is not only physical but also perceptual. He emphasized that every action or inaction of a soldier in the field could either enhance or undermine the Nigerian Army’s operational legitimacy, national security outcomes, and diplomatic relations.
The Chief of Civil-Military Affairs urged the troops to always abide by the code of conduct, rules of engagement, and human rights in discharging their duties for the good image of the Nigerian Army.
During the seminar, the Assistant Director Legal of the Department of Civil-Military Affairs, Major Joel R Mamza, lectured the troops on Human Rights and Professional Conduct of Troops in all Situations. Brigadier General KT Archibong (Rtd) also sensitized the troops on Mental Health and Family Cohesion. Chief Superintendent of Narcotics Usman of NDLEA, Yobe State Command, lectured the troops on Psychoactive Substance Abuse.
The workshop was a significant step in enhancing the troops’ understanding of human rights and professional conduct, ultimately contributing to the Nigerian Army’s mission of maintaining peace and security.
