Federal Road Safety Commission’s head man Boboye Oyeyemi says a patrol team cannot just stop a motorist and start asking for vehicle papers or licence.

An offence must have been committed before a patrol team flags down and start asking for vehicle licence and the likes the FRSC Corps Marshal educates all in an interview he granted national publication, Punch.

What items should a driver present to FRSC officials on demand?

We have two types of offences-moving and non-moving violations. A patrol team is not supposed to ask a driver for non-moving violation if primary offences had not been committed. We have about four non-moving violations. The first is spare tyre, fire extinguisher, C caution and first aid box. We have about 40 primary offences like speed violation, overloading, light sign violation, route violation and so on. If a primary offence had been committed, in the process, you can now ask for secondary offence or violation, but I cannot just stop you and ask you for driving licence or vehicle papers. A patrol team is not supposed to stop you and ask for these. There must have been an infraction and if there is an infraction, they would tell you, ‘you beat the traffic light,’ or ‘you were facing oncoming traffic.’ You just let the offenders know his offence before asking for his papers.
